Civil Defense in Poland – Transformation Process after 1989, Current State and Modernization Proposal

Abstract

Civil defense in Poland is one of the entities responsible for the security of the civilian population in the situation of both the threat of external military security of the state and internal threats caused by natural disasters and industrial disasters. However, its formula is outdated, and reforms carried out over the decades, especially after the political transformation, did not bring satisfactory results. The purpose of the article is, by using a method of critical analysis of the literature on the subject as well as normative acts and post-audit reports, a synthetic presentation of the process of these changes, an indication of how they affected the current condition of the Civil Defense and proposing a solution based on proven foreign standards, after being adapted to domestic conditions, will allow for the restoration of CD functionality and will unambiguously end long-term competence disputes related to the possibility of using it in an emergency.

Author Biographies

Marian Kopczewski, Akademia Wojsk Lądowych im. Tadeusza Kościuszki we Wrocławiu

full professor, dr hab. eng., research worker at the Academy of Land Forces in Wroclaw – Faculty of Security Sciences. A graduate of several universities, previously worked at polytechnic and other universities. At the university, he lectures, popularizing modern teaching techniques and manages the diploma process in the field of security, crisis management and diploma seminars. In his scientific work, he focuses on analyzing and assessing the possibilities of using information systems in management and teaching, as well as national and internal security systems, including European and Euro-Atlantic political and military integration processes. He is the author and co-author of about 1000 various domestic and foreign publications, including several monographic publications thematically related to national security and IT systems. Participant and active speaker at many conferences and scientific meetings. He manages scientific and research works on a domestic and foreign scale, as part of this work he has promoted 7 doctors and several is a promoter. He is a member of the Polish Society for Production Management, the Polish Society for Safety Sciences and the Polish Association of Creative Teachers. A passion for a good book, active leisure in the mountains and swimming.

Paweł Szmitkowski, Uniwersytet Przyrodniczo-Humanistyczny w Siedlcach, Wydział Nauk Społecznych

Ph.D., assistant professor at the Institute of Security Sciences, Faculty of Social Sciences, University of Natural Sciences and Humanities in Siedlce. He is the author of two scientific monographs and dozens of articles in scientific journals and chapters in monographs. In his scientific work, the issue of crisis management was analyzed, in a situation in which civil protection should be protected, in civil defense, in logistics in crisis situations and in the protection of safety of persons with disabilities in situations where different cases occur.
