Resilience of the Health Care System to Migration Crises in the Conditionsof Armed Conflict – Systemic and Model Approach

The aim of this article is to analyze the resilience of the healthcare system under the conditions of migration crisis caused by armed conflict and to develop a model-based and systemic approach to this phenomenon. The starting point is the assumption that the mass influx of migrants constitutes a significant challenge for public systems, particularly healthcare, generating pressure on resources, organization, and fi-nancing of medical services. The study identifies key components determining the resilience of the healthcare system, including institutional, resource-based, financial, epidemiological, and social dimensions. The re-search problem is formulated as follows: to what extent is the healthcare system capable of absorbing, adapt-ing, and transforming under the conditions of a migration crisis triggered by armed conflict? The hypothesis assumes that the resilience of the healthcare system depends primarily on the level of integration between its components and the ability to use them flexibly, rather than solely on the availability of resources. The study applies a theoretical and analytical approach based on a review of the literature, strategic documents, and secondary data on the functioning of the healthcare system. As a result, a resilience model of the healthcare system is proposed, which includes three functional levels: absorption, adaptation, and transformation. The findings indicate that effective functioning of the healthcare system during migration crises requires not only increased resources, but, above all, strengthened organizational, coordination, and integration capacities. The conclusions of the study may be the basis for designing systemic solutions and recommendations for deci-sion-makers taking action in the area of national health security.
