Abstract

The article refers to one of the spheres of the legal security of the individu-al, which stems from the rule of law principle. It is also called the guarantee principle and contains the requirement for strict compliance with legal provisions by state authorities. Under it, they are obliged to take actions towards the individual only on the basis of generally applicable law. In this way, the rule of law reflects the aspect of the legal security of the individual, influencing the way in which laws are applied by public administration bodies. A hypothesis was put forward that the rule of law princi-ple on the basis of the Constitution of the Republic of Poland and administrative proceedings determines the legal security of the individual. In order to examine this hy-pothesis, four main questions were asked: What is the content of legal security? How is the rule of law understood on the basis of constitutional law? What norms of admin-istrative law determine the content of the rule of law? How does the substantive and formal rule of law on the basis of administrative proceedings shape legal security?
